If you mean the collection keys used to open the chests in Snowhill, Briarwood, Blackspore, and Sanctuary then those are found in "Rare Robgoblin junk piles."
Only the rare ones, However you can buy them from other players as well, (normally around 1,000 coins each). One key, however, from the Snowhill collection is from a quest.
