Copycat makes 9 copies of herself, and there are apparently 5 of her on each floor of the bank. You have to catch all of them. The copies disappear when you hit them, and you can only handcuff the last one, the real Copycat. The one that is easily overlooked is on the light directly above the bank vault door. Get that one and the others downstairs, then go up the elevator to the second floor.
You can save time if you press the "up" button when you first enter the bank, or before you catch the one on the light next to the elevator.
