It doesn't matter if you get them in the 'wrong' order, as the game becomes a little non-linear when you are hunting for the Fyggs. Just as long as you get all 7, the next part of the story will start.

Yes, you will have to hand them over since you cannot progress the story until you do so. By selecting the other option, there will be a loop where it will ask you again until you accept.

In Dragon Quest 9, you can obtain the ship by completing a series of quests in Port Llaffan. First, complete the "Farewell, Fyggs!" quest given by Swinedimples Acadamy. Then, speak with Captain Max Meddlin in Port Llaffan and complete his quests "The Fishy Dwarf" and "Max Meddlin's Marvelous Medicine." Once you have completed these quests, Captain Max will give you the ship, allowing you to travel across the seas in the game.
