The four levers are at the four corners of the Aqueduct at the top of the Garden of the Sphinx. You only need to throw each one once (and click on the two wooden channels in the middle). It is easier to see the effect if you start at the upper left lever, then cross right, then down and left, and then right again. In this way, you will see the water filling the channel.

Climb up at the right side and cross to the upper left. You will have to change the water flow by moving the levers at all 4 gates, and by lowering the 2 wooden channels (click on them). When you have thrown all 4 levers and lowered both channels, the water will flow down to the flower at the bottom.
There are 4 levers that control the flow of water, and two wooden troughs. Climb up the right side, cross to the left, and begin throwing the levers. As you go, the water will flow further into the channel. Click the two wooden troughs to lower them. When you have thrown all 4 levers and dropped the two troughs, the water will reach the flower in the Sphinx's garden.
Climb up to the right, then across, and pull the 4 levers that restore the flow of water, and click on the 2 wooden channels to lower them.
In the Garden of the Sphinx (far left on the island), throw the four levers at the top, and water will flow through the aqueduct. You can't push on the channels -- just click on them to drop them into place.
When opening the aqueduct in the Garden of the Sphinx, you only need to flip each of the four levers once, which will change the way the water is flowing. It doesn't matter what order you flip them, only that each one be thrown the other way.
