A "feral dog" is a regular ol' dog that has "escaped" domestication. That usually means it has grown up without learning how to behave around people, and that it has returned at least partially to wild dog behavior.
Any kind of domestic dog can become feral, and can breed with other domestic or wild dogs, so they don't really come from anywhere - though they can establish communities that breed with themselves and become distinct kinds on their own. The Dingo is an example of a feral dog type.
