The term rare is in the eyes of the beholder. While you only have one shot at catching all the legendarys, after beating the game, Rayquaza is at the top of Sky pillar, Groudon is on route 105 (the one with the Whismur cave). And Kyogre is waiting in a dive spot close to Shoel cave. The three Regis ave a lengthy unlockment process, which you should just read a wiki article It's a really long process.. Latias OR Latios will be a roaming legendary around the region depending on what color you told mom was on the tv. There is another Pokemon you only have 1 shot at though, and thats Sudowoodo. Water it with the Wailmer pal at the Battle Frontier and Catch it. Kecleon isn't as rare, but they're all invisible, but if you catch the first on that is required to make story progress, it is no problem. Then there are Pokemon with low Catch rates/encounter rates. You have a really low chance of getting Volbeat on the route with the Daycare. and an even Lower Chance of finding a Chimecho is the foggy top part of Mount Peir. Then theirs Feebas. Aside from almost everything in the Safari Zone, This is the worst Pokemon in the Game to catch. It can only be fished up on 6 RANDOM tiles from the river on the route with the weather institute.
