Pagans do not generally live in exclusive communities. More commonly we live wherever is convenient (for work, schooling, etc) for us and our families and then go looking for "like minded people" to worship with.
Many pagans I know are solitary (or family-centric) in their spiritual path, so they do not even need to find others to worship with.
