If you somehow happened to miss the directions, go to New Bark Town, surf to the east, and work your way all the way up to Victory Road. You will need a Pokémon with Waterfall to scale Tohjo Falls. Make sure you bring a lot of items to heal your Pokémon as there are many, many trainers on this route.
