There are 2 fuse boxes in Rav4s (that's how it is in my 2002 Rav4). One is under the hood on the right hand side, the other is located behind the compartment where your left knee touches when you drive. The one that controls the spot lights are probably located behind the compartment where your left knee touches when you drive. Onur Diker.
The fuse is located where the AC outlet is. There are actually two fuses.
Fuses are located in the middle armrest and near the floorboard of each front door.

All the fuses are located to the side of the steering wheel. Remove flip down panel and search for the fuse using the fuse diagram located on the back of the flip down panel.
Dashboard lights and stick shift lights are fixable by changing blown fuses and replacing them with new fuses. Many automobiles have several fuses that operate the dashboard and stick shift lights.
There are no extra fuses for your trailer lights. If you have the towing package (and you do) the trailer lights run through your regular fuses (tail, brake, turn).

Check your fuses.
Fuse number 8 Just count from top left like reading a book. It should be a 15A blue fuse. This controls the speedo cluster lights, Tail lights etc. Your head light fuses are in the engine compartment in that fuse box.
look on the panel. it shows which fuses should go in each spot.
