It should be the case drain. If the engine becomes flooded with water, pull the cable (and the spark plugs) and turn over the engine. The water will be pumped out. I think.

I have had my v-star for 3 years it is a 650 as well it has 2 spark plugs each one is on the top of the jug simply pull the plug wire off and remove with a spark plug wrench. They are at an odd angle but they can be taken out and replaced take special care not to get the plugs cross threaded should go in by hand at first do not over tighten
