go to snow point city and talk to the salor with the boat he will take you to the battle park in stead of going to battle tower go up the Pokemon are in route 225 if you take the route you will end up in the survival area then go back to the fight area and go right until you see water use swim youl be in route 230 go through there youl end up at route 229 go through there and youl end up at the resort area on your way you can also go up route 227 go through thereand youl end up in stark mountain and the Pokemon will be in that area.

He tells you after you obtain the national Dex , (you have to get 200 Pokemon in the sinnoh Dex before obtaining the national Dex) then go to the Pokemon Mansion and go in to Mr Backlots office and talk to him , he will say that he found some rare and new Pokemon in the trophy garden . Then use the white flute & poke radar you will have a better chance of finding it, otherwise just ride around for half an hour until you have battled everything common that attacks you, then use the white flute.

yes its called migrating but in order to get your old Pokemon to get on your diamond you must first see all the Pokemon on diamond and peal. ounce you have all the Pokemon from d and p you have to put in your old gba game in the slot and at the start screen you will have the option to migrate the Pokemon. (you must have a original ds or a ds lite because the dsi does not have a gba slot)Jay1997 here.
