Where are the Sewers.
There is a large manhole in the Lane by the restaurant which is left of the Town Hall. This is the method you use to enter the Sewers. You must also have talked to Rodney.

He's in Ravenloss, then go to Silkwood Park and you should find him around there. Murk can also be seen in Pellow Village and the Sewers quest, he sells different merchanidse in each location.

I guess you havent finished the game if you go into th sewers in the park you will soon find a key that looks just like the tower.Next go to the clock tower and go forward past Lucy and go left.you will see something that looks like a big tunnel go through it and keep going forwards.Layton will see a small key hole so you don't need to worry about finding it.Go into the tower (you need to solve at least 75 puzzles) you will get traped but soon you can just go back up the stairs.On every floor there is stairs you need to solve a puzzle to get up the stairs.Eventually you will come to the top floor and will see a house go in and the mysterious woman will be there she will take off her glasses and her shawl.You will get a big suprise.
