The Soulo shells are around the KND treehouse. You can't see them because many of the people in Sector V are also hunting for the Soulo shells, which respawn longer than the given time, 60 seconds.
Probably the best time to do this mission would be on a weekday in the middle of the night. That's usually when the fewest people are online.

The Soulo Shells are right at the bottom of the chains in Sector V. However, because they take so long to appear, and players are always on this task, it is nearly impossible to find them and destroy them.

The soulo shells show up around the chains holding the tree house down (the ones that have operatives at), at ground level. Usually, the shells have a very long period of spawning, longer than the required 60 secs. Rumored, the shells glitch up and don't ever show up, and usually is fixed when an update happens. interestingly, the soulo shells and the soulos are only relevant to the said mission, "sector defense" where you get the numbuh 2 nano.

it takes too long to respawn so try doing that mission on weekdays at night so not much people play that time
