A 15hp mercury requires a fuel to oil ratio of 50:1, roughly one pint of 2 cycle oil, to six gallons of gasoline.

The 15 Mercury, on a 14' boat, would easily plane out with one passenger aboard. This combination should also work out with two passengers, though it won't be a speedster.
