very very simple wiring---it goes from the ignition switch to the fuse box--then directly to the voltage regulater and then straight to the starter solenoid

Disconnect the Skylark's battery. Remove the starter's wiring then unbolt the starter. Slide the starter out. Wiggle the new starter back into the hole, and bolt up. Connect the wiring, then reconnect the battery.
Short in the wiring or the starter is defective.
Assuming it started before the starter was replaced, the starter and/or starter wiring are not installed correctly.

You can find the wiring diagram for the stereo of a 1998 Volkswagen Passat in the service manual. It shows what each color wire is used to connect each component and where the wire is routed.
The labeling of the wires is a key factor for a good installation. The remote starter has the wiring schematics when opened.
check your wiring, if all your wiring is good then test your ignition relay, if its not the starter, not the battery, and not the wiring there's only one thing left. Good Luck with the repair
