Most numbing agents that piercers can use are topical (surface of the skin) and take a long time to start working, and as they soak into the skin they tend to screw up the texture of the skin making placement of the piercing difficult. Injection numbing agents are not legal to be used by body piercers in North America. Safest is to go to a pro-piercing artist, he/she should use proper hollowed and sterilised or brand new needles to pierce. It doesn't hurt at all if the piercing is done professionally.
