However, this will give you your Experian credit report only, at best. The other big credit bureaus (Equifax and TransUnion) won't let you look at your credit report file until you come up with a SSN (Social Security Number), but it does not stop them from collecting information on you every step of the way. If you think this is unfair, the best you can do is demand your rights from the FTC (Federal Trade Commission).

Give them a phone call at 1-877-382-4357

(outside of the U.S. dial: -11-877-382-4357)

When you call tell the representative that you wish to file a complaint, because FTC regulations regarding credit reporting are in violation of the Fair Reporting Act, particularly:

§ 603. Definitions; rules of construction

(b) The term "person" means any individual (...) or other entity.

(c) The term "consumer" means an individual.

§ 609. Disclosures to consumers [15 U.S.C. § 1681g]

(a) Information on file; sources; report recipients. Every consumer reporting agency shall, upon request, (...) clearly and accurately disclose to

the consumer:

(1) All information in the consumer's file (...)

(A) ... the first 5 digits of the social security number (or similar identification number)

Under the Fair Credit Reporting Act you are _not_ required to have a social security number. Quite the opposite is true. You should be able to use another identification number such as an ITIN (individual taxpayer identification number) because as a consumer you are entitled to your report. Unfortunately, the FTC issued regulations and forgot to comply with the Fair Credit Reporting Act.

Make them comply!

Give them a phone call and log a formal complaint or use the online Complaint Assistant located at:

Whoever denies you your credit report is violating your rights under the Fair Credit Reporting Act.

The FTC will react to a flood of complaints. Make them comply!

If you want your lawyer to do something useful for you, ask them to write to the FTC at:

Federal Trade Commission

600 Pennsylvania Avenue, NW

Washington, DC 20580

You can read the text of the Fair Credit Reporting Act and see your rights black on white here:

Can someone apply for a credit card if they only have an ITIN?

Possible Answeryes and they will tell you if that is sufficient. Let me elaborate on this answer, if I may.You will need to consider establishing a secured credit card using your ITIN since the bank will not be able to "pull" a credit report for an ITIN user. Some banks, such as Bank of America, allows you to open an bank account - and even transfer funds to other countries using an ITIN. Therefore, as long as you have the proper Identification - such as your passport and a secondary picture ID from your country of origin - you should be able to get a bank account along with a secured credit card. You'll have to deposit some funds to start the secured credit card but after 12 months - your credit limit will increase above your savings portion. This will help you get along with the credit world. But the best way to develop credit is by paying your household bills on-time. As long as you have proof that you have paid at least 3 to 4 household bills on time for 12 months - you could even purchase a home in the USA.
