You should not worry so much about getting things "for free". You will waste much more time trying to get the "free" staff of air, than earning the money to buy it. And a staff of air is not really expensive. For example, just getting ONE load from the clay mine should take you about 5 minutes - and get you way more money than a staff of air is worth. You can make about 50,000 coins per hour mining clay. Many players think mining is not the best option to make money, so take this to be just an example.
There is no staff like this.
cows have been updated to drop staffs of air fairly often
Aubury's shop in Varrock will give out free air and mind runes.
Nope, f2p can get certain runecrafting staves too. You just need to get a tailsman staff, a air tailsman and most importantly, at least 50 Runecrafting to get the air runecrafting staff.
Answer: Yes, it depends what staff you use.?Answer: You can also shoot most spells without a staff. A staff improves your magic stats; also, certain staves (staffs) help you save runes. For example, I regularly keep a staff of air to save air runes during combat, and a staff of fire, to save fire runes during high alchemy.
If you mean hair go o the hairdresser in falador. it's free
You get one from the "Rune Mysteries" quest as a reward.
This is totally an opinion question, but in my opinion, I belive it is the upgraded Doom Staff.

1) You can make them with the runecrafting skill. Go to the rune essence mine, get rune essence, then take the rune essence to the air altar, to make air runes. You'll need a pickaxe to access the rune essence mine, and an air talisman, or air tiara, to access the air altar. 2) If you wield a staff of air, that will save you the air runes for the corresponding spells. 3) Quite frankly, trying to get everything "for free" is the wrong attitude. One way or another, it will take your time. So, it is usually more efficient to find a good way to make money, then use that money to buy things you want.
Buy some mind runes and an air staff, open up the spell book icon on your runescape task bar, click on the highlighted spell and then click on a monster that you want to train on
Yes, according to Runescape Wiki,The Air altar may be found west of Varrock, east of the River Lum close to the bridge near Barbarian Village. To enter the Altar, you must either use an Air talisman on the mysterious ruins or click on them while wearing an Air tiara or an Air talisman staff. The quickest way to get to the altar is by breaking an Air altar teleport.
