Aguilla CB caps (which only use a primer) are about as quiet as they'll get... haven't seen those in a long time... Young's Guns in Apex, North Carolina was the place I bought them at last.

I think you mean 22 WMR ammo. If you buy ammo just ask for the 22 WMR which is different then other 22 ammo

Why is there a shortage of .22 ammunition?
In the U.S. there is nothing specific needed in most states, but you have to 18 to purchase shotgun and rifle ammo, and 21 to purchase handgun ammo, so you might be asked for ID. Illinois, and I think a couple of other states, require residents to have an ID card to purchase ammo.
Whether you do or not depends on where you live. As for countries not requiring a licence to buy .22 ammo, the United States is one.
It can be a problem with the gun itself, or a problem with the ammo. 22 ammo tends to be inconsistent, so I would try different ammo first if you are having a problem.
The medalist is a .22 caliber pellet pistol. You need to purchase .22 cal pellets not .177 cal pellets. you can find them at most large sporting goods stores.
