Usually the e-mail provider would alert the customer if their account has been blocked and give step by step instructions on what to do. However if a person has blocked another person from contacting them it will not be easy to gather this information despite there being sites that apparently block check on behalf of users. This may endanger private log in information being given to the wrong hands.
There are some ways of doing this. Finding out the website's IP address and putting a block on it can block MSN. There is also some software available with parental blocks, and you can list MSN as one of those that would get blocked.

Supervisors and Community Assistants can check the profile page of any user to see if the account is currently blocked, or has been blocked in the past.Regular members and unregistered users are not able to see this information, but if you ask a Supervisor or CA - and have a good reason to know - I'm sure they will tell you.
