This structure is effectively a hole in the atrial septum that allows blood flow directly from the right to the left atrium, bypassing the right ventricle and the lungs. This is possible because the lungs are not in use in the fetal stage (as the fetus is in a liquid environment) and all the oxygen is coming from the placenta. The foramen ovale allows blood to bypass the lungs before birth.
