In a cooker. Unless you're using a 'halogen' cooker - the heating elements on the hob and within the oven and grill are simply large resistors, that heat up when power is applied.
In uk, and if it's a gas hob, there must not be anything combustible eg shelf/ window ledge or otherwise, within 150mm of the outside of the hob, and 600mm clearance to anything above, eg cooker hood or wall units, unless the manufacturer specifies otherwise. Electric the clearances may not be as much, best bet, get a copy of the installation manual.
