One can read the entire State of the Union Address online from nytimes website, whitehouse gov website, or at the stateoftheunion website. It is presented by the president.
It has been known as The State of the Union Address since the 1940s; before then it was called "the President's Annual Message to Congress". It does not need to be in the form of a speech, and it does not need to be delivered every year. The U.S. Constitution, Article II, Section 3 states, in part, "[The President] shall from time to time give to the Congress Information on the State of the Union, and recommend to their Consideration such Measures as he shall judge necessary and expedient..." Throughout the 19th century the Presidents sent the State of the Union to Congress in writing, and it was read by the clerk. Woodrow Wilson revived the practice of delivering the State of the Union orally.

Franklin Roosevelt was the first to call his annual address by that name. Washington made an annual speech to Congress- other presidents sent a message in writing which was read by the House Clerk.

Until 1934 this annual presidential address was given in December to sum up the year's events and set the state for next year's program. Since then it has been given in January in most of the years. The date is the president's choice and there is no law that says it has to be annual or given in person. In fact, for many years the address was sent in a letter and read by the clerk of the House.
