Usually your local auto store that sells propane, or similar propane shop, should sell individual tanks ranging from the smaller 5 pound to the larger 7 pound tank. Some may even sell 10 to 50 pound tanks.

Some gas stations still do fill propane tanks, but i find that it is hit or miss weather an employee is qualified to fill them. All Uhaul rentals fill tanks. Home Depot and Lowe's have a tank exchange system that i enjoy using and it is quick and easy. You simply take your empties in and they will exchange them with full ones. All filled tanks come equipped with the OPV or overflow prevention valve as stated by law.

The only 200 pound propane tank I've been able to locate is at Northern Tool. It can be delivered to a store near you for free.
