I don't think you can. The state controls every aspect of distribution so the politicians put pressure on the beverage controllers and those with the most power get the booze. The common citizen doesn't stand a chance. Last year our restaurant got several bottles but none this year. Our local ABC board employee told me that the region got zero this year. He blamed pressure from politicians to get more for their region/[personal use. I guess somethings never change.
