To make your own AR codes for any DS game, you need to buy trainer toolkit from codejunkies.com
I believe you could use a NDS emulator and a memory editor. You can with the Nintendo DS Train Toolkit by datel (codejunkies.com) with you computer and the Action Replay DS, you can make codes, but it does take time and patience. http://us.codejunkies.com/Products/NDS-Trainer-Toolkit__EF000358.aspx There are also some applications like Pokesav (for Pokemon) for the specific game you want to make.

There are two ways (that I know of currently) that you can make cheats: 1. For Pokemon D/P Cheats, you can use Pokesav (http://www.pokesav.org). It is Free to Download. 2. For every single game, you have to buy the "Trainer's Toolkit" from Codejunkies.com
