There's a website called turtleshack.com and its great! They have lots of turtles that can be shipped to your home, including babies.

I am trying to figure out the same thing about my turtle. I found him at the beach (and no he's not a sea turtle) about a year and a half ago, and he is still only about 2 inches big. are you putting your turtle into a separate tank when feeding him? sometimes this helps - but make take some time. i find it easiest to just feed my turtles in their main tank. maybe try "reptotreat" by tetra - they make dried, natural shrimp - maybe this will give your turtle the sense of something more "real" than the pellets but not as difficult as the minnows.
