In Australia pools are filled up with normal tap water unless there are water restrictions on. then you would have to get a permit to fill a new pool. pool top ups in the major city's are done from the normal tap at any time subject to local government regulations. If there is a good water table in your area you should not have a problem. I would recommend running for an hour on then 2 or 3 hours off especially in dry weather. Of course if people in your house need to take a shower, run the dishwasher, or wash clothes you will need to consider this as well.
You need to buy a rotating water jet to put in your pool. That will help eliminate algae and cloudy water.

yes it can be saved. You will have to put points in the ground and rent a diaphragm pump or buy one and dewater the pool. Most instances the diaphragm pump has to run while the liner is being put in because if you turn it off and you have a high water table in ur area, any water it sucked out of ur pool will begin to fill up again.
