Kyogre is one of a few Pokemon that cannot be caught in Pokemon Pearl (or Diamond) by normal gameplay. You either use a cheat code, or you migrate one from a Pokemon GBA game such as Pokemon Sapphire.

β 8y agoKyorge is caught in the cave of origin. To get there you must go to Mossdeep City go down until you see darker water. Once there you will have to dive. Follow the trail all the way south until you see a cavern in one of the huge boulders. Go inside and go to the surface. You be in Team Aqua's Lair. You have to get through the cavern on your own because I did this in ruby, I think the games have differences in the caverns. I do believe that it is just a circle (larger then the screen) , you have to defeat all the grunts, get past the maze of boulders, get past the waterway (up, right, left i believe. if not then you have to do that on your own. it is fairly easy) , get past another boulder maze, and you will be in a room with Maxie and Kyorge.

β 10y agoAfter you beat The Elite Four, All 16 Gyms, beat Trainer Red, and receiving the Kanto Starter from Oak, go back to Mr. Pokemon's house in Johto. Go inside and he will tell you that a friend gave him this orb and he will give it to you. Then go to Cianwood City and go in the cave. Chuck will see you, tell you you need Rock Climb and Surf to get to the tower, then leave. Continue walking. When you get outside again, keep walking until you see the first trainer. (Its a hiker) There should be a cave with 2 ladders in it, One down and one up. Go down. Go outside and then Surf and go to the very left. There should be land were you need to use Rock Climb. Climb up and go into the cave at the top and there's Kyogre.
(Same for Soul Silver except its Groudon)

In sapphire at pacidolfg town.
You find all place at pacidolfg town in left,right,down and up.

You can only catch one in one game. In Pokemon SoulSilver, you get Groudon, and in HeartGold you get Kyogre. In Sapphire you get Kyogre, and in Ruby you get Groudon.
