You must have a Celebi. You can get Celebi with an event in Heart Gold or Soul Silver. Put Celebi as the first Pokemon in your team. Go to Castelia City and enter the Game Freak building. On the first floor you should find a boy and girl reading a book about Zorua. Talk to them and them battle Zorua! Save before you battle, as this is a one chance shot. Stock up on Ultra Balls, or if you really want to impress your friends, catch it with a normal Poke Ball.
