Onix cannot be found for capture in Pokémon Ruby you would have to arrange a trade with another player or you would have to catch Onix in either Pokémon FireRed or Pokémon LeafGreen (in Pokémon FireRed and Pokémon LeafGreen they can be found in the Rock Tunnel, Victory Road and the Seavault Canyon) and then you would have to trade it from either Pokémon FireRed or Pokémon LeafGreen over to Pokémon Ruby.
