No it is ran by steam just like counter strike because its built of CSS engine and like half life so there for if you dont want to buy it from store and want to download it you have to get it through steam. But what you can do is get the game and download it or ask a friend to buy the game and they have option where they can send it to your account as a gift and it will belong to you. Othere then that using any other client is illigal and violates your agreement on steam and you will be VAC banned.
It's not a free game so you have to buy it before you can download it. When you have purchased it then you have to download the game content from Steam.

Valve has announced "Left 4 Dead 2" at this year's E3 convention. It will be released November of this year. You can now get the demo from the Steam site. Google Steam and make a FREE account. You only have to pay if you buy something. Then download the demo. The demo is online. Very fun.
