You need to have the music files saved on your computer, in .OGG file format. If they are not in this format, download an .OGG converter. Then you need to move the .OGG files into the "music" folder in the Euro Truck Simulator folder (usually My Documents/Euro Truck Simulator/music). Now, you just need to launch the game and press the "R" key while playing and select a song.
You download the program called 'EOF' here: http://www.t3-i.com/eof.htmand input in either a mp3 or ogg audio file to start writing the charts.

OGG Files are media files - more specifically, they are sound files. You need to download a codec for Windows Media Player for .ogg files, or you can download an alternative media player like VLC Media Player.
Audacity - its free to download, just google it.
iTunes will not play ogg vorbis files. You would need to either convert your OGG files to MP3 or AAC to play them in iTunes or you would need to download and install a player like VLC Player in order to play the ogg vorbis files without converting them. Similarly, ogg vorbis OGM files would need to be played in VLC Player.
Ogg Media was developed by Tobias Waldvogel. This is only for video format. You will need a software that converts ogg to DiVx format. It seems I can't find a converter for this for free. Because almost softwares are Shareware. If you download a Shareware converter you can use this for 15 to 30 days. Yes you can convert but there's a text in the center of the video that says you have to purchase to remove the text in the video. So for now that's all I can share. Hope this help you!

Apple does not support OGG and has no programs that create/play those files. However, there are many open-source programs that work with OGG files. I use Audacity. It is free and you can download it on http://sourceforge.net/projects/audacity and it works very well. It is a sound editor that can export to OGG. Just open your wav, mp3, aiff, or any other audio file with Audacity, and then go to File->Export, add metadata, select OGG as file type, and press Save. OGG tip: always save OGG files with the lowest quality option (0). It creates 2-3 times smaller files than mp3 with quality like an avreage mp3!
