The Virtual Console isn't an actual "console," so much as a category of games that can be bought on the Wii Shop Channel. You can download games from several past consoles to play on your Wii.
You cannot get Virtual Console games on the DSi. If you want to download Virtual Console games, you must have a 3DS. Currently, (August, 2012) there are no Pokemon games for download, on the Virtual Console. However, the original NES Legend of Zelda, Zelda II: The Adventure of Link, Link's Awakening DX, The Four Swords, and Minish Cap are available to download on the Virtual Console. The original NES Metroid, Metroid II: The Return of Samus, and Metroid Fusion are available too.
In general, no; the 3DS will almost definitely never have console games on its Virtual Console service because the Wii already has those covered. Still, 3D Classics--games that are remade with 3D graphics--may be console games, as Excitebike was.
