They rely upon being able to re-sell any currency they buy to a subsequent customer, and they know that they will be stuck with all the coins they buy from you because nobody traveling overseas will ever ask them for a large quantity of coins.
Your best bet is to use one of the mail-order currency exchange companies which specialize in foreign coins. Search for "exchange British Coins for dollars", "exchange euro coins for dollars" or "exchange Canadian Coins for dollars" and you will find a few choices. There are a handful of main players in this business, located in either the US or the UK. They have been around a while and are quite reputable.
