The highest level monsters you can fight as a non-member are the lesser demons (level 82) which are found underneath the volcano on Musa Point on Karamja Island. You have to climb to the top of the volcano to find the trapdoor that leads to the dungeon where the demons are located. Have a look around till you spot them.
You do have to pay to get to the island, but not a lot (30 gold pieces). You can get the ship from Port Sarim, west of Lumbridge.
