You really need to read and understand this...just to help yourself - there is nothing that is done concerning your taxes that you cannot do yourself. The places your speaking about generally don't file your taxes with the stub, they give you a loan, and once the other documents are received, they file your taxes.
Thing is, you can file on your own, (even with the stub), and the amount they are lending to you, which is purely an amount YOU HAD OVERPAID because you just didn't reduce the amount you had withheld (which everyone can do and is very easy, talk to your payroll area), could easily have gotten anyway. They just charge you....a lot...for giving it to you. And boy are they ever giving it to you! Its for people who (or prefer to) not understand. Its for fools. The only real question should be, is will you be one?
"Refund Anticipation Loans" an RAL - available at all the usual suspects! The national (or even local) tax refund services and the places that do things like "payday' loans. Many places are using different marketing names since the term RAL has gotten to be so derogatory itself.
They have been made more regulated as all consumer groups try to eliminate them, but unfortunately, they do still exist. (There are some very sleezy, predatory type lenders out there that want to take advantage of everyone they can.)
Listen.. these are universally considered the single most terrible and abusive type of loan or finance available! You will pay a huge cost in virtually all cases, whether it be the pure cost of the loan or some hidden costs, (how much they charge for the related tax return, processing fee, mailing fee, whatever). DO NOT DO IT. See, if your in that much of a mess...you really need to understand.... (No, it's not that "we" don't understand...I assure the rest of us generally do understand sacrafice...no it's not that you can't afford not to get the money....thats the crazy thinking that makes your situation worse)....YOU CAN'T AFFORD TO GET THE MOST EXPENSIVE THINGS.....and this is. (If "we" - those with jobs and income...and of course more bills, needs, wants, than we can really afford - can't or won't accept this money beciause its too expensive, you really can't).
Moreover, generally the money (the tax refund itself) they get as the payback is only a few weeks away from you, were you to file for it anyway. And the fact is, were you to just change your withholding (even today as I write this, in early December), you would not have over paid in. So your paying a bunch of money to get a loan of the money that is yours anyway!
There is no other way to say it...these are "loans" for fools...the warnings are published everyplace, (every government agency and every consumer advocate warns you about how bad a thing they are)...so perhaps the people who may actually still fall for it - actually deserve to be taken for the ride and used (or is it abused) as such....that being the fool is what they like and just their proper lot in life! Don't you mean with the 1040 your employer has to give you saying what you earned and what was with held? I doubt a last paystub would be good enough.
No this is not allowed because some of the information on the last pay-stub that you have in your hand could be different from the information that is on the W-2 form that you and the IRS will have in hand shortly before the end of January. The information from the W-2 form will be what the IRS will be using when they process your income tax return.

My son didn't file taxes last year 2011. is he still able to claim any of his 2011 taxes along with his 2012 taxes in 2013?

Your gross YTD goes on your w-2. This gross amount is before taxes, and the net is after taxes. The government is concerned with what you made prior to taxes. Your net is what you take home after your taxes come out.
