He will give you a master ball that i recommend you save until you face lugia. It's possible to use it for entei, raikou, etc..., but using an ultra ball for lugia is frustrating. Anyway, after you get the master ball, visit the dance center with the kimono girls. You need to defeat all five of them, and they will give you the Tidal Bell. Go to whirl islands and find the cavern with the kimono girls. Then lugia can appear, and when you use a master ball, the Psychic/Flying, legendary Pokemon will be yours!
