You can't "find" him. You have to trade the egg from Pokemon ranger over to platinum, where you can hatch it.

you need the original Pokemon ranger then complete it and finish all the ranger net missions then you have to find the code that gets you the egg which you can find here(wiki answers) once you get the egg you need 2 ds and put diamond peril or platinum in one and ranger in the other then trasfer the egg and hatch it

Visit any pokemart then talk to the Pokemon ranger there with the the ranger has a green hat (actually, you have to transfer it from Pokemon Ranger first.) Well first you have to get Pokemon ranger finish the game then go on ranger net and play the manaphy egg mission. Then finish the mission and trade it to your game. :) Or cheat! Transfer it from Pokemon Ranger.
