There are 2 probable options. The first, which is more likely, is that, literally, there aren't any pokemon in your PC; if you were trying to send your party pokemon, then put those pokemon in your PC. I don't think you can transfer with less than 6 pokemon in your PC; you also must have at least 6 spaces in your PC in the game with the pokemon being transferred to. The other reason is simple; your game is glitching up. You just can't transfer. Sorry.
