Fairweather sells dresses. I'm also graduating Grade 8 this year, and they have quite a few, however they have very low inventory for small sizes. There is fairweather @ yorkdale, accesible by the yonge subway line, @ fairview, sheridan, etc
You could also try Le Chateau or Laura Petites if you are willing to pay more. or if not, try Forever 21
