It is impossible to find a Ninetales in the wild in Fire Red. However, Vulpix can be caught in Leaf Green, which then you can use a Fire Stone on the Vulpix. You then have a Ninetales. Unfortunately, if you do not have a Leaf Green game, you're unable to have a Ninetales, unless one of your friends is willing to trade one over to your Fire Red game.

Once you have a vulpix from leafgreen use a fire stone on it to evolve it to ninetails.
Give a Firestone to your Vulpix and it should evolve into one.
Eevee into Flareon, Growlithe (Firered) into Arcanine and Vulpix into Ninetails
You can migrate or trade a Vulpix and give it a FireStone!!!
vulpix ---> ninetails trade from leafgreen or firered and... growlithe ---> arcainine with the first, ninetails only learns one move I think, so train vulpix to know good moves then evolve. Also, Eevee ---> Flareon.
You cant find it in Firered only leafgreen.
Staryu is a water type Pokemon. In Pokemon FireRed, it is possible to find lots of Staryus in the Seafoam Islands.

You cannot find Piloswine in the wild on Pokemon FireRed. You can find it's pre-evolved form Swinub in Icefall Cave on Floe Island in the Sevii Islands of Pokemon FireRed.
