There is no such thing as a Seeing Stone. Somebody made it up!
maybe you are referring to a Shiny Stone. The only place I remember is at Route 228 you will find a Shiny Stone. (A Pokeball Item)

The Seeing Stone was created in 2000-08.

It would be the same as PKMN Pearl & PKMN Platinum. In Diamond, you can get it in The Underground & Route 213. In Platinum, you can find it in the Solaceon Ruins. You must have a Poliwhirl, a Shellder, a Staryu, an Eevee, or a Lombre seeing you want a Water Stone.
