It indicates a fault between the key and the immobiliser. Usually a faulty key.

That symbol is the engine immobiliser. You cannot start the car without a GENUINE Skoda Fabia key.
i have had a new battery in my key fob, but it wont turn the engine on, do i have to get it tuned in to the electrics.?

Nothing happens for a few seconds and then the red light starts flashing on the mirror. So it appears to be turning the alarm/immobiliser off but still won't allow the car to start. On some occassions whent he key is in the ignition I can hear a little pleep from the alarm as if it's arming itself.

It is the electronic immobiliser. When the ignition is switched on, it should light up breifly and then go out once the transponder in the key is verified. If it keeps flashing then the key is wrong or uncoded (i.e it's been copied but then not programmed to match the car). In this case the car cannot be started.
