Check out the Engage project management system, my boss uses in for his construction business. It uses a forms based system and it all fits in a binder. It has resources for risk managemnet and planning that I haven't seen before, but I use them frequently.
What I really like about it is that the system tracks all of the developed documentation in a project. Doesn't matter what kind of stuff is generated, the system tracks it so I can always find what other people are working on. It has some software kinds of stuff too, but its not necessary to use them.
Where are you going that the workforce won't have computers? Oh, and the system also has a work order system for manual labor tracking. Human Resources stuff, timesheet really, it comes with a lot. Only $35 when my boss bought it for me a couple of years back. Before that, I had big time trouble keeping track of who was working on what, if they were keeping busy, who was slacking....
