its on the back side of the thottle body on top of the intake manifold. There are some good pictures showing the location and instructions for repair/replacement at Autoclinix.com specifcally for the Crown Victoria.
The restraints control module(RCM) is located under the center of the dash, bolted to the tunnel.
I havent found the location yet but im currently looking into it, but you have to find the tach lead, I know the lead exists but i cant find it yet

You will need to find out what the fuse is for, i.e., window motor, heater, or electrical items. Most likely it is something drawing alot of current.
You can find the starter for the 1985 Lincoln Crown Victoria LTD online at places like Rock Auto. AutoZone also offers the starter for this vehicle.
You could have a problem either at the arm in side, or with the wiper motor. Scrap yard has parts. Or, find the power wire at the motor, cut it and hook up an on/off toggle in the car. You will save some $$$$$$.

Sorry, it's not a gas release, it is a fuel pump shut off. Should be on the drivers side behind the panel, in the trunk.
