Generally the speedometer cable starts at the transmission and ends at the instrument cluster. Visually inspect from the firewall in the area of the instrument cluster and track back to the transmission. You should be able to find it with no problems. --mark
In a 1988 Lincoln Town Car Signature Series, the instrument cluster voltage regulator is typically located on the back of the instrument cluster itself. To access it, you need to remove the dashboard panel and then detach the instrument cluster from the dashboard. Once you have the cluster out, you can find the voltage regulator mounted on the rear side, usually secured with screws. It’s essential to handle it carefully to avoid damaging any components during the removal process.

On the other end it enters the fire wall right where the instrument cluster is. You will unclip the end that is attached to the transmission and pull the cable out. In my case, the broken end was at the other end by the instrument cluster. You have to just start taking out screws to get take out the instrument cluster. Once you get that out, the cable simply clips in there as well. Viola, replace the cable. Easy. I have an 87 Accord, so it's probably similar. There are two instrument cluster removeal hooks that slide in at either side of the cluster. You insert them to the marked line on the tools & turn them 90 degrees & pull the cluster out toward the steering wheel. The tools are available at your MB dealer for a very reasonable price or you can find them on Ebay but I found them at the dealer for much less.
all of the bulbs in the instrument panel are on the backside of the instrument cluster.which means unless you can reach up under the dash to get to them you wiil have to remove the instrument cluster.
The fuse that controls your Instrument cluster on a 2000 silverado is going to be linked with your radio fuse. Look in the fuse box under the hood, (upper right hand side, driver side) and look for a fuse labeled radio. It should be a 10 amp. If it is good, then cluster and radio fuse is good.

Is it just the cluster or the whole dash lights are out? If whole dash check the fuse or as I have had similar problem light this was the headlight switch and replaced it.
