After you beat the Elite Four and get the National Dex from Professor Oak (in Professor Rowan's lab), go to Pal Park on Route 221 and talk to Professor Oak. He'll tell you that he's going back to Eterna City for some research. After that, you'll find him in the small house across from the Gym in Eterna where he'll give you an up-grade.
