This took me AGES to find out. Okay, so first, go to Retazo City, and head west until you come to that path where the lady is (the path you take to Mt. Pyre). If you haven't already done the Dark Lugia part, then before you go into Mt. Pyre, a ranger will call you and take you to Johto, and then you have to come back to Hoenn, complete the Mt. Pyre thing, go to the Aqua base and yeah. I'm not going to go into that.
When you're at Mt. Pyre, instead of going inside, go straight down until you come to a place called 'Cyan Path'. Just keep heading south (down) until you come to the forest. Go through the forest. You should come to a place called 'Tabuli Town'. Make sure you've defeated the gym first (dunno why. Just best do it now than later -___-"), and keep heading south through the warps and stuff until you come to the path that has the intense sunlight. Head west until you come to a house, and go inside.
Go talk to one of the stone displays, and if I remember correctly, Ash will come in and give you dive.
Hope that wasn't too confusing... I hope I didn't get anything wrong, because it's been ages since I played ^___^;
