These are called Cosmetology Doll Heads or Mannequin Heads made by Burmax. Both male and female heads are available. The hair can be cut, colored, blow-dryed, curled with a curling iron, etc. You'll need to get a doll stand for it also, in order to be able to work freely on its hair.
